The President of the African School of Governance, ASG, Professor Kingsley Chiedu Moghalu, has expressed appreciation to President Paul Kagame of Rwanda for his vision and support for Africa School of Governance, ASG, as well as his commitment to Africa’s progress and transformation.
Professor Moghalu who met with President Kagame in Kigali earlier this week briefed the Rwandan leader, who is a co-founder of the ASG, on the progress the institution has made so far and its future plans. He stated that that President Kagame was keen on how the world-class African institution can make a difference in the lives of Africans by training leaders with the capacity to make a real change, bringing all the continent’s efforts together into concrete outcomes, and who have a purpose-driven mindset. According to him, “Effective governance, with the right mindset, is the secret sauce that will transform our continent.”
The meeting between President Kagame and Prof. Moghalu underscores the importance of collaboration between African leaders and educational institutions in advancing the continent’s development agenda.
Launched in October 2024, the school, located in Kigali, will offer world-class graduate programmes in policy, research, governance, leadership, and management, aimed to develop future leaders on the African continent.
The African School of Governance is regarded as the leading institution in public policy and leadership education, dedicated to empowering a new generation of purpose-driven African leaders. With a foundation rooted in African perspectives and global standards, ASG is committed to cultivating leaders who can address the complex challenges of the 21st century, both on the continent and worldwide.
The school aims to attract students from across Africa and beyond, creating a diverse pool of future leaders equipped to tackle the political, social, and economic challenges facing the continent, thereby shaping Africa’s future leaders through public policy education and research.
In 2022, of President Kagame and Hailemariam Desalegn, former Prime Minister of Ethiopia, initiated the idea of establishing a graduate-level institution designed to offer world-class public policy, and engagement programs to meet the diverse needs of leaders across Africa. The goal was to cultivate a new generation of purpose-driven leaders equipped with the mindsets, skills and knowledge required to address Africa’s development opportunities in the 21st century.
In September 2022, an advisory group was convened to develop the concept, refining the vision and goals for what would become the African School of Governance (ASG). Joining forces with the Mastercard Foundation, a working team was mobilised to collaborate with external technical experts to create the strategic and business planning model for the institution.
The process highlighted a significant gap in public policy education and implementation across Africa, revealing a need for enhanced research, evidence-based policymaking, strategic thinking, and leadership mindsets. These areas are critical for cultivating home-grown solutions to drive Africa’s development ambitions and ensure meaningful engagement in global affairs.
The African School of Governance provides a comprehensive and dynamic educational environment designed to cultivate leaders in governance and public policy and its offerings include a master’s degree in public administration, executive education programmes, and research opportunities that empower students with the knowledge and skills to excel in government, private sector, security, media, civil society, and research roles.
Through a curriculum grounded in African insights and expertise, ASG
shapes critical thought and fosters policy engagement to address the pressing issues facing Africa and the global community.

Prof. Moghalu is the pioneer President of the African School of Governance and is a globally recognised leader in governance, public policy, and economic transformation. With an extensive background that includes serving as Deputy Governor of the Central Bank of Nigeria, founding the Institute for Governance and Economic Transformation (IGET), holding faculty roles at such prestigious institutions as The Fletcher School of Law & Diplomacy at Tufts University and the University of Oxford and a decorated career in the United Nations, Professor Moghalu brings unparalleled expertise to ASG. Under his leadership, ASG is poised to become a driving force in governance innovation and policy reform across Africa.
